Purpose of this call
ADC is building a pool of project/business developers who can be mobilised on demand to respond to relevant opportunities. Inclusion in the pool does not imply a guaranteed volume of assignments.
The purpose of this call is to create a roster of project/business developers with proven experience in drafting competitive proposals for EU and other international donors. Selected collaborators will be contacted when opportunities aligned with ADC’s areas of expertise emerge. ADC’s areas of expertise on which collaborators are expected to contribute are:
Social inclusion, equality and human rights (with focus on disability rights and inclusion, gender equality, youth, marginalized groups)
Sustainable development and green & fair transition
Migration and displacement
Governance, civil society strengthening and public policy support
Education, skills development and employment
Private sector engagement for sustainable development and inclusive economic growth (Environmental, Social, and Governance - ESG)

Contract type: External collaboration contract (collaborator with valid VAT number; invoicing required)

Under the guidance of ADC’s team, the collaborator may be engaged to support the full bid cycle, including
Scan and shortlist relevant tenders and calls (European Commission, EU Delegations, bilateral and multilateral donors, UN agencies, foundations, INGOs/NGOs, and similar).
Conduct rapid eligibility and compliance checks; prepare succinct go/no-go recommendations.
Support partner and expert mapping, and, when applicable, consortium-building consistent with ADC’s values of cooperation, inclusion, transparency, and accountability.
Draft and/or coordinate technical proposals aligned with donor templates, evaluation criteria and ADC’s values, approach, and thematic priorities.
Develop or refine results frameworks/logframes and Theory of Change elements, integrating participation and inclusion as relevant.
Ensure coherence across narrative, implementation arrangements, risk management, sustainability and cross-cutting priorities (e.g., gender equality, safeguarding, environment) in line with ADC’s policies.
Support preparation of required annexes (CVs, organisational statements, past performance, declarations, etc.).
Manage version control and final quality checks; support submission processes and donor portals as needed.
Depending on the assignment, deliverables may include:
Opportunity brief and compliance/eligibility checklist.
Partner mapping/consortium outline and bid workplan.
Concept note and/or full proposal package, including results framework/logframe, workplan and required annexes.
Submission-ready documents consistent with donor requirements and ADC quality standards.
Around 3-5 years of relevant experience in international cooperation project development and proposal writing.
Track record of successful tenders/proposals (awarded projects, or shortlisted/highly scored applications).
Strong drafting skills in English; ability to write clearly, persuasively and in donor-compliant formats. Other languages (French, Spanish, others) are an asset.
Ability to work collaboratively and reliably under tight deadlines, reflecting ADC’s commitment to cooperation and mutual learning.
Familiarity with rights-based and inclusive programming (including disability inclusion) and/or green and fair transition approaches.
Experience supporting consortium coordination and multi-stakeholder proposal processes.
